Honia Afrika Initiative (HAI) CBO Memorandum On the E-health Bill of 2023.


Honia Afrika Initiative (HAI) is a newly founded Pan Africanist CBO involving  young people within Kigumo SubCounty Murang’a County.
HAI has kicked off serving the community and the Kenyan people at large by *Submitting a Memorandum on the E-health Bill (Senate Bills No. 32 of 2023) to the clerk of the Senate, and the Senate Health Committee, in a bid to contribute amendments and inclusion of new clauses touching on Mental Health and Refugees/Migrant rights.*
In the Memorandum, the HAI CBO has included the following proposals:
1. Inclusion of the legislation guidelines articulated in the WHO-UN Mental Health Legislation and Policies 2023.
2. Inclusion of the legislation guidelines embossed in the WHO-UN Global Review on Refugee and Migrant  Legislation guidelines 2023.
3. Inclusion of a clause proposing development of a uniform national patients health report booklets with devolved design, and standardized price, to complement the Web patient records as alternative Incase of inconveniences in power disruptions, connectivity problems or other factors. _These will also ensure that some healthcare providers shall not overcharge patients on health report cards._ This will also reduce chances of corruption and improve efficiency towards the realisation of Universal Health Care vision.
4. Proposing integration of the uniform national health patients records in a national system where doctors will have access to patients health history data. This will aid in improving diagnosis and also help when citizens seek telemedicine services. If implemented, it will also help in the future to solve health mysteries caused by inherited health conditions like cancer, diabetes etc.

5. Requesting the Senate Health Committee to clarify whether the place of Traditional Medicine Healthcare providers has been addressed in Clause 11 (a) of the Senate Bills No. 32 of 2023.
6. In the support of Clauses 5,6, 7 and 8,  proposed that the Ministry of Health, Council of Governors the Ministry of ICT and relevant government institutions coordinate to build ICT LABORATORIES and employ ICT staff for every Level III to Level VI hospitals before the bill’s implementation.
